Florida adoptee run-around

In the last year, i have come across more adoptees from Florida getting doofed by the system than any other state. Infact, just recently here in yesterdays comments Improper Adoptee left a message about the corruption in Florida as well.

My experience from reading Florida adoptees accounts of the system is that Adoptees are paying lots of money for registries and non identifying information ( you know, the stuff we’re “entitled to” ) and having their money cashed, and doors slammed in their faces with little reply.

What some have been told is “they’re understaffed” “can’t afford to maintain the state registry” “not enough money to photocopy the non id and mail it” so I find the following article to be quite interesting indeed.

Family Services of Metro Orlando (FSMO), the lead agency for Community-Based Care (CBC) in Orange and Osceola counties, today announced its 2007-08 fiscal year-end adoption achievements. The organization, which transitioned to the CBC model in 2004, served more than 8,500 children and more than 5,000 families, and reports the following successes in the 2007-08 fiscal year:

* placed 194 children in adoptive homes, surpassing the state mandated adoption goal outlined in FSMO’s contract with the Department of Children and Families by 43 percent
* provided permanent placement for 31 difficult to place youth, ages 12 or older, representing 16 percent of the 194 children adopted
* placed more than 48 percent of the children adopted throughout the year with at least one of their siblings, totaling 37 sibling groups adopted

In addition to its adoption accomplishments for the year, the organization boasts the following successes:

* First Lead Agency statewide to create a formal Post-Adoption Services Program and to advocate ending annual renewals of the Adoption Subsidy Program
* Created the Heart Gallery of Metro Orlando in November 2006. Since its development, 20 percent of the children featured in the photo style exhibit have been adopted and the exhibit has been featured at 15 different locations throughout the community
* To date, the Heart Gallery of Metro Orlando has received over $130,000 in cash and in-kind donations from local corporations and individual sponsors including Darden Restaurants, Kiwanis Club of Orlando, The Dr. P. Phillips Foundation, The Martin Anderson-Garcia Andersen Foundation, Inc. and the Universal Orlando Foundation
* Since its launch, the Heart Gallery of Metro Orlando has generated more than 150 inquiries from potential adoptive families, 34 of which have initiated the necessary steps to become a foster or adoptive parent by participating in the Model Approach in Partnership in Parenting (MAPP)

Under the CBC model, FSMO is responsible for the overall leadership and direction of child welfare services including adoption and foster care services. FSMO works with several Case Management Organizations including Children’s Home Society, Devereux, Intervention Services and Kids Hope United. This year, all four agencies exceeded their fiscal year’s adoption goals.

The successes of FSMO and its Case Management Organizations were mirrored throughout the state of Florida with the recent announcement of the statewide preliminary adoption numbers by Governor Charlie Crist. This year, Florida set a new state adoption record by finalizing 3,674 adoptions, as of June 30, 2008. The previous state adoption record was set in fiscal year 2003-04 at 3,389.

“Through our community-based system of care, the well-being of our children has become a priority to the people of the state of Florida,” said Jim Kallinger, Florida’s chief child advocate. “It is imperative that we continue to work diligently to make sure each child in Florida finds the adoptive family they need. I thank Governor Crist for raising the public’s awareness of this important issue.”

Since its inception, FSMO has managed a network of nearly 100 corporate, community, and contracted providers to protect children and strengthen families. Specifically, FSMO has worked with community partners such a Wendy’s Wonderful Kids – the Dave Thomas Foundation, City of Life Foundation, Westgate Resorts and Community Service Center, among others, to establish community partnerships and programs that benefit children and families in central Florida.

In 2006, FSMO also earned national recognition with the acceptance of the Congressional Angel in Adoption Award for its contributions toward the welfare of children in the U.S. foster care system. The organization and its partners were nominated by Congressman John Mica (R-7th District-FL) for their local efforts to enrich the lives of foster children in central Florida.

“This year’s achievements are a result of the dedication and commitment of our partners and community members,” stated Greg Kurth, CEO of FSMO. “Through a streamlined approach, FSMO and its partners have worked to provide the community with services that enhance the efficiency of the overall child welfare system as well as provide safer communities for our children and families. Moving forward, we look forward to continuing and building on our existing partnerships, with a specific focus on engaging corporations, churches and individuals in the community.”

    I am a 40-year old adoptee from Florida…
    I have been trying to get info about my birth for 20 years. The adoption agency I was adopted through charges $200 for non-identifying info (something most states will give you for free or a very small fee) & if I want anything more it will cost me at least $500. (Minimal fee is $500, it goes up the more time they spend on it)and it’s not a guarantee that I’ll get anything. On top of that you have to be interviewed by one of their counselors & they determine if you are looking for the right reasons (don’t ask me what they are).
    As far as I’m concerned….this is criminal. Some person is sitting at their desk at an adoption agency playing God, not to mention treating me like a child. I am not allowed something as simple as my birth certificate…. something every American has a right to, that is unless you had the misfortune of being adopted.

    so many lies!!!! who is really looking after the social workers involved in the adoptions? How many children have unjustly been taken by the state just to adopt even tho thier is No Evidence of abuse? Or thier is a political adjenda like intimidation twoard a Parent whom may of protested catholics for the 5,000 sex abuse cases whom priest had Raped…who looks into the vial currption of heiracy that catholic adoption ties into with Floridas CPS as they use the tactics of The Good Ole Boy system while tearing through people lives and taking bribes along the way such as promotions like the one laura leonard got just 2 weeks before tpr of a child whos mother was suing the catholic church hummmmmmmm or Mr Heart the gardiem of liteum that allowed the child to sit in his own peee for 2 hours in front of many staff at okaloosa county children and family services on 3 occasions and laughed about it ? where are the childrens best interest? in adults with thier own adjenda ,…?reaping promotions and paid lunchs not to mention bonus’s for taking children whom could do well to be with thier own parents not to mention the fact that the cps worker s like laura leonard removed the little child aginst medical advice! who looks into that currption and abuse by cps workers ? as catholics smile and continue to presure various organization to hush up the adult children whom were raped by thier very priest and than laugh all the while as they take the adult childs ……..child and adopt that child out!… just 5 months befor settelment of the church? hummmm ( a tactic used to shut up the victim ! after 24 months of investagtion no proof of alligations yet they stole the child ! investagate FLORIDA CPS ! INVESTAGATE FLORIDA OKALOOSA COUNTY CPS

    I have been looking for my daughter I gave up for adoption 26 1/2 Years ago. It is a joke because it was a sealed private adoption through an attorney. I haven’t even regisitered on the State site because it seems it won’t help anyway. If the child is grown and the birth parent wants to find them there should be a way to transmit this information to them. The sealed private adoptions of years ago are a farce and have ruined many lives I’m sure. What the government doesn’t understand is that all this plays a roll in Depression, Stress and these can lead to serious mental and physical disorders. I have just about given up ever meeting my daughter.

    I am as Kathy above but an adoptee from Orlando, Florida/Orange County in 1965. If you know of any Florida searchers I would greatly appreciate the help. I did get my non-id back in 1996. I petitioned the state for it and did receive it.

    Since then I have been trying to get my file opened unamended to no avail. I am part Native American Indian and one would thing that under ICWA act of 1978 I would not have problems. Not the case. I am denied at all angles.

    So not only do I feel like I don’t have an identity, the one that I think I might have is denied me and all that would come with being part of a proud Native American Indian community. I don’t even know what to say. How can someone deny us adults to have our info? The info about us. It seems so crazy to me.

    Anyhow, if you are comfortable letting me know whom you know here I would be truly greatful. I have searched online and have come up empty handed for quite some time now. I am currently living in Miami.

    i am a volunteer search angel. i do my best to put families back together. florida is a very unfriendly search state. they r crooked on every level!! i was born/adopted in leesburg, florida. been searching for 25 years, but cant get anything out of them…NOT EVEN MY NON ID!!! (lake county). my question is how do they live with themselves, when they are looking right at our file, and say “nope, all we kept is the final decree”. when there is obviously more than 1 page in there!!! even as an experienced searcher, who has reunited families all over the map, i cannot get my own info from the state of florida!! i wish i could be proud of my home state!! but they just wont give me anything to be proud OF!!!
