Woman met Adoption requirements, DC officials say

Tuesday, September 30, 2008; Page A05D.C. officials said yesterday that Renee D. Bowman followed the proper procedures for adopting three children and passed the background check and home study required for adoptive parents.
“Based on my review of the evidence today, all that happened,” said Peter Nickles, the city’s acting attorney general. He said that as part of a federal program for parents who take in “special needs” children, Bowman received a total of $2,400 a month for the three girls.
The special-needs designation can mean that children are part of a sibling set or a racial minority group, have a learning disability or were relinquished to the state by their biological parents, among other things.
The city’s adoption process involves an investigation into the prospective parent’s background and home life, a child-rearing class, interviews and other evaluations. The final approval comes from a judge in the Superior Court’s family division.
Bowman cleared the hurdles despite a 1999 conviction on one misdemeanor count of “threats to do bodily harm.” She was given a six-month suspended sentence and put on supervised probation for a year, according to Superior Court records.
D.C. officials said at a news conference that they were unaware of the case and did not know whether a misdemeanor conviction would prevent an adoption. The private agency that did the background check, the Baltimore-based Board of Child Care, did not respond to a request for comment yesterday.
“Whenever there’s any kind of a criminal history, it’s always carefully evaluated,” said Janice Goldwater, executive director of the nonprofit Adoptions Together, which works with government agencies in the Washington region. “But there are people that adopt children that have misdemeanors.”
D.C. Mayor Adrian M. Fenty (D), who denounced social workers’ handling of the Banita Jacks case this year, pointed out that the adoptions were approved before he took office. In the Jacks case, social workers failed to follow up on tips that Jacks abused her four daughters, who were found dead in January.

Ah, the wonderful CPS system…Typical. Those poor kids. Is there anything some people won’t do just to earn a buck? America needs to stop worshipping money….because all it does in this country is cause more harm than good.

Agreed! And child placement reform needs to be entirely reformed. This is sick. That poor child who escaped alive, must be terribly traumatized and full of pain and abuse.
There should have been follow-ups, there should have been stricter guidelines for her to adopt and the welfare of the children should be accountable.

I admit I didn’t read the whole article, and it is good that you included the link because there were some things I didn’t know she did. Like keep those two poor children in ice after she murdered them. This whole thing makes me feel literally sick. My stomach is killing me. And you are right-that poor little surviving girl. She is probably going to have nighmares for the rest of her life. I wonder if she knew this horrific woman killed her sister. And if so, too have to still live with her…The government HAS to do something. They have to take the power away from social workers. Actually they should destroy the entire system and let the police create a new department for child abuse and child removal, so no money is involved. How many more children have to die and be molested? People need to DEMAND the govenment do something, NOW, NOW, NOW, before one more innocent child dies. I am starting to wonder if the CPS is really paying people too abuse kids…

It is a Care2 Petiton to form a “Victims Of Child Welfare Day” so the children who were murdered due to CPS (and by some child care workers)will never be forgotten. This petition will be sent to Congress. A National Rememberence Day will help keep light on the atrocity the Social Work and Foster Care System are.

You are so right about that poor little girl. Can you imagine having to live in the house where your sister was dead and frozen downstairs in the basement. I ache for her. Like you, my stomach turns when I read about this, i’m shut down since reading about it actually.

Gershom, I should of asked you before I posted any link on your blog and I am sorry-this one I figured had everything to do with this article, and I forgot to ask you(sorry again). I’m glad you like it though-I also typed the name of the petition wrong too-it is “Victims Of Child Welfare Memorial Day”. I’m the first to admit I am terrible at typing.
I know how you feel about this horrible Bowman woman and it upsets me how upset you are. You’ve been through alot and all this evil that comes from Adoption and Foster Care should just not still be going on. I guess that is why I lose it sometimes-because things never change, and it is unforgivable that new generations of children in the Adoption System have to live with the pain we were forced to live with, and have their lives in danger too. I hope this surving child is going to be alright, and she should be able at some time to sue the state for placing her and her sister with this monster. The social workers involved in that placement should be fired too, right now and even held responsible for the poor little girls that were murdered-they should be in jail too, right along with Bowman. Beyond sadly, these two innocent children can be added to the list of kids who have died due to CPS and Adoptive Parents. I wonder how much longer the list will become before the petiton is sent off to Congress…it makes me ill to think about it.
